The South - East Asia Community Access Programmed (SEACAP) Project

The South East Asia Community Access Programmed (SEACAP) Project on rural road access road project in Houaysai District Bokeo Province Laos PDR. 39km long is a research project on low cost pavement for rural access road/low volume rural road funded by Department for International Development (DFID), United Kingdom. LTEC in association with Roughton International (UK) has provided 9 staffs input, totally 128 person months for 2 years 6months (Feb. 2005 – Aug. 2007). Client is MPWT. Consultancy services consist of design and construction supervision of pavement trials and standard road sections, monitoring and data collection on performance of pavement trials, training of local staffs to confirm to the policy of SEACAP "Local Resource Solutions to Problematic Rural Road Access"
